Expands the Missouri Board on Geographic Names from 19 to 21 members by adding the director of the Department of Agriculture and increasing citizen appointments from 9 to 10

Adds the commissioner of the Office of Administration as a new member of the Geographic Names Board

Restructures the Local Records Board composition by removing representatives for villages, townships, and higher education

Requires the Local Records Board to include two representatives from first or second class counties and two from third or fourth class counties, replacing the previous single-county representation structure

Retains existing requirements that Geographic Names Board members serve three-year terms without compensation but with expense reimbursement
