Expands "covered voter" definition to include uniformed services members, overseas voters, civilian federal employees abroad, and their spouses/dependents, allowing them to vote by absentee ballot in federal, statewide, and state legislative elections using a federal postcard application

Allows covered voters discharged from military service, returned from deployment, or separated from overseas employment after the registration deadline to register in person until 5:00 p.m. on the Friday before the election

Permits participants in the address confidentiality program (domestic violence, rape, sexual assault, or stalking victims) to vote absentee using their program identification information instead of their actual name and address

Allows emergency workers responding to declared emergencies to request and return absentee ballots via mail, facsimile, or electronic transmission, with extended request deadlines until 5:00 p.m. on the Monday before the election if the emergency is declared after the normal deadline

Disqualifies candidates for public office who have been convicted of a felony or misdemeanor under federal law or a felony under state law, and requires candidates to file an affidavit affirming they are not delinquent on state, personal property, municipal, or real property taxes
