Expands Missouri's Amber Alert System to include a "Silver Alert" component for missing endangered persons who do not qualify for an Amber alert

Defines "endangered person" as someone missing under unexplained, involuntary, or suspicious circumstances who is believed to be in danger due to age, health, mental or physical disability, environmental conditions, or being with a potentially dangerous person

Explicitly excludes runaways from the endangered person definition unless they meet additional danger criteria

Requires missing person complaints to include guardian contact information (name, address, phone number) when applicable

Renames the oversight committee from "Amber Alert System Oversight Committee" to "Alert System Oversight Committee" and expands its duties to include developing criteria and procedures for both alert types
