Establishes the "Missouri Jobs for Education Program" providing tuition credits at Missouri public higher education institutions to business owners who create new jobs in the state

Qualifying jobs must pay at or above county average wage, be maintained for at least one year, and be full-time positions (minimum 2,000 hours per year, 160 hours per month for 10 months)

Tuition credit amount equals the withholding taxes collected from each qualifying new job, with a maximum program cap of $3 million deposited into the Missouri Jobs for Education Fund

Credits may be used by employees, business owner relatives, or gifted to any person of the owner's choosing, and expire after 10 years if unused

Program administered by the Department of Economic Development and automatically sunsets four years after the effective date unless reauthorized by the General Assembly
