Creates the "Divided Highway Transportation Fund" in the state treasury to collect all fees and fines from traffic stops or violations on interstate highways and divided highways

Allocates 45% of fund revenue to the Department of Transportation, distributed to districts based on their percentage of interstate/divided highway lane miles

Distributes 20% to municipalities and 20% to counties for transportation purposes, each based on their proportional share of interstate/divided highway lane miles within their boundaries

Designates 10% to the foundation formula (education funding) and 5% to the state highway patrol

Fund moneys do not revert to general revenue at the end of the biennium; interest earned on investments is credited back to the fund
