Expands permanent registration option ($52.50 fee) to all trailers and semitrailers, removing the previous restriction that limited it to those coupled by fifth wheel/kingpin assembly or converter dolly

Expands the definition of "junk vehicle" to include vehicles designated as junk by Missouri or any other state, in addition to vehicles incapable of highway operation with no resale value except for parts/scrap

Requires purchasers of junk vehicles to forward salvage or ownership certificates to the director of revenue for issuance of a junking certificate, changing from permissive ("may") to mandatory ("shall")

Prohibits issuance of salvage or original certificates of title for any vehicle ever designated as junk, regardless of whether that designation was later changed erroneously or by law in any state

Allows original applicants for junking certificates to rescind their application within 90 days and apply for a salvage title instead, but only if the vehicle was not previously designated as junk
