Expands the definition of "vehicle fleet" to include all state vehicles registered for highway operation, removing the previous 8,500-pound gross vehicle weight rating cap

Extends the 30% alternative fuel purchase requirement to heavy-duty state vehicles (over 8,500 pounds) by July 1, 2017, matching the existing requirement for lighter vehicles established in 2001

Establishes phased alternative fuel vehicle acquisition targets for heavy-duty fleet vehicles: 10% by July 1, 2019; 30% by July 1, 2022; and 50% thereafter

Requires the Commissioner of Administration to report fuel purchases, vehicle purchases, and alternative fuel vehicle usage to the Division of Energy beginning July 1, 2017

Removes a waiver provision that previously exempted vehicles with seating capacity exceeding six persons from CAFE standard requirements
