Summary of Missouri HB 7 (FY 2016 Appropriations)

• Appropriates $362.5 million to the Department of Economic Development, including $18.4 million for the Missouri Technology Corporation, $69.7 million for Community Development Block Grants, $22.2 million for the Division of Tourism, and $1.9 million for International Trade offices (with $200,000 designated for an Israel office)

• Allocates $40.7 million to the Department of Insurance, Financial Institutions and Professional Registration for regulatory oversight of insurance companies, financial institutions, credit unions, and professional licensing boards

• Provides $191 million to the Department of Labor and Industrial Relations, including $97 million for Workers' Compensation Second Injury Fund claims, $32.5 million for the Division of Employment Security, and $450,000 for the Line of Duty Compensation Program

• Funds workforce development initiatives totaling approximately $94 million for job training programs, including $16 million for community college new jobs training and $14 million for industry training and retraining programs

• Covers fiscal year July 1, 2015 through June 30, 2016, with explicit prohibition on expenditures for offices of the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, or Attorney General
