Prohibits persons under age 17 from being detained in adult jails or detention facilities, with an exception only for those who have been both transferred to adult court AND sentenced to serve an adult criminal sentence

Requires juveniles certified to stand trial as adults to be held in juvenile detention facilities meeting Missouri juvenile detention standards until their case is resolved

Closes a loophole in existing law that allowed certified juveniles to be held in adult facilities during the pre-trial and trial period before sentencing

Applies to juveniles ages 12-17 who are transferred to adult court for serious felonies including first and second degree murder, first degree assault, rape, sodomy, first degree robbery, and drug distribution

Amends three sections of Missouri Revised Statutes (211.033, 211.071, and 221.044) to ensure consistent prohibition across relevant code sections
