Prohibits political subdivisions (counties, cities, towns, villages) from imposing any ban, fee, or tax on paper or plastic bags used for packaging purchased goods

Requires merchants, itinerant vendors, and peddlers to offer customers the option of either paper or plastic bags for appropriately-sized purchases

Prohibits political subdivisions from banning consumers' use of reusable bags for purchases

Bars political subdivisions from requiring private employers to provide minimum wage, living wage, or employment benefits that exceed federal or state requirements

Exempts public employers from the employment provisions and grandfathers in any local minimum wage ordinances in effect as of August 28, 2015
