Amends Section 386.050, RSMo to add geographic and economic diversity requirements for the five-member Missouri Public Service Commission

Requires at least one commissioner to have resided for at least five years in a nonmetro county, as defined by the U.S. Office of Management and Budget

Requires at least one commissioner to have resided for at least five years in a county where at least 20% of the population has income below the federal poverty level for each of the three preceding decennial censuses

Allows a single commissioner to satisfy both the rural and high-poverty county residency requirements

New membership requirements take effect upon the next vacancy or term expiration occurring after August 28, 2015, until fulfilled
