Establishes a three-tier classification system for sex offenders: Tier I offenders must register annually, Tier II offenders must register semiannually, and Tier III offenders must register every 90 days

Creates a formal petition process (Section 589.401) for offenders to request removal from the registry after specified waiting periods: 10 years for Tier I, 25 years for Tier II, and 25 years for Tier III juvenile adjudications

Expands registration information requirements to include fingerprints, palm prints, DNA samples, passport/immigration documents, professional licenses, vehicle/watercraft/aircraft details, and temporary lodging information for travel exceeding 7 days

Exempts certain offenders from public notification requirements, including those convicted of nonsexual kidnapping/felonious restraint of minors (if no other sex offense), federal witness protection participants, and juveniles adjudicated under subdivision (5) of subsection 1

Requires offenders to notify law enforcement within 3 business days of changes to name, residence, employment, student status, vehicle information, temporary lodging, email/online identifiers, or telephone numbers
