Expands mandatory DNA collection upon arrest to include all felony offenses for individuals 17 years or older, replacing the previous limitation to specific crimes (burglary and offenses under chapters 565, 566, 567, 568, or 573)

Requires DNA samples to be collected using the buccal swab method at collection sites designated by the Missouri State Highway Patrol and Department of Corrections

Authorizes use of necessary force to collect DNA samples and provides civil and criminal immunity for authorized personnel performing collections in a reasonable manner

Mandates expungement of DNA records within 30 days when prosecution is declined, charges are withdrawn, cases are dismissed, no probable cause is found, or defendant is found not guilty

Classifies unauthorized use or dissemination of DNA information for non-criminal justice purposes as a class A misdemeanor
