Missouri Department of Corrections must participate in the Federal Bonding Program to ensure all working inmates are bonded prior to release, subject to appropriation

Department must review prison job programs to identify which positions qualify for professional certification and ensure inmates who complete requirements receive those certifications

Inmates who worked in non-certifiable jobs must receive a worker certificate documenting hours worked, training received, job duties, and skills acquired or demonstrated

Stated purpose is to reduce recidivism rates among Missouri offenders through improved employment prospects after release
