Repeals sections 79.490 and 80.570, RSMo, and enacts 14 new sections establishing disincorporation procedures for third-class cities, fourth-class cities, towns, villages, and constitutional charter/home rule cities in Missouri counties with charter governments and more than 950,000 inhabitants

Lowers the petition threshold from 50% to 25% of voters to trigger a disincorporation election in qualifying charter counties, and reduces the required approval vote from 60% to 50% plus one

Requires four weeks of published notice in a local newspaper before holding a disincorporation election, with the notice containing the petition and names of petitioners

Upon voter approval of dissolution, the county governing body must appoint a bonded trustee to wind down city affairs, including prosecuting/defending lawsuits, collecting debts, liquidating assets, and paying outstanding obligations

Remaining funds after debt payment must be transferred to the county treasurer, and all books, papers, records, and deeds delivered to the county governing body clerk
