State Board of Education must convene work groups of education professionals to develop academic performance standards in English language arts, mathematics, science, and history/governments, with separate groups for grades K-5 (16 members) and grades 6-12 (17 members)

Work group members must be Missouri residents for at least 3 years with 10 years of teaching or subject area experience, and are appointed by various officials including the governor, lieutenant governor, president pro tempore, speaker, and state board of education

Work groups must elect a chairperson and secretary, submit monthly progress reports to state leadership, and members may be removed for missing more than 4 meetings in a 6-month period; the Department of Elementary and Secondary Education must reimburse travel expenses and substitute teacher costs

The first 2 years of any new statewide assessment system shall be pilot years, with results not used to lower school district accreditation or for teacher evaluations

Establishes a Council for Community Education (11 members) to study community education programs and a Task Force on School Safety Improvement (11 members) to study school security practices and criminal justice education for grades 7-12
