Creates the "Parent and Community School Information Act" requiring the Department of Elementary and Secondary Education to produce annual simplified report cards for public school attendance centers and charter schools serving grades 3 and above

Report cards must fit on a single 8" x 11.5" one-sided sheet, showing performance standards, overall scores, component scores, current student remediation rates, and college remediation rates for prior year graduates

Schools scoring below 70% on their annual performance report must submit an action plan to the department describing steps to improve during the next academic year

Principals may include a statement up to 250 words providing context, plus information on third grade proficiency rates and links to dual credit, advanced placement, entrepreneurship, and remedial programs

First report cards required by December 1, 2016, with schools notifying parents and community about access; department must provide direct homepage link and report annually to the joint committee on education on implementation progress
