Repeals seven existing sections and enacts four new sections creating the "Prepaid Wireless Telecommunications Business License Tax Sourcing Act" (sections 92.077 to 92.086)

Prohibits municipalities from imposing business license taxes on gross receipts from prepaid wireless telecommunications service after August 28, 2015, except as specified in the new act

Expands the definition of "telecommunications company" to include third-party retailers of wireless service and both facilities-based carriers and resellers

Establishes a hierarchy for determining which municipality may tax prepaid wireless service based on: end user's residence/principal place of operations, billing address, store location of sale, or proportional distribution by area code if location is unknown

Requires telecommunications companies to obtain and maintain customer information to determine the taxing municipality and protects companies from additional tax liability when relying on customer-provided information in good faith
