Adds first classification counties with populations between 50,000 and 70,000 inhabitants to the list of Missouri counties authorized to enact nuisance abatement ordinances

Nuisance abatement ordinances allow counties to address conditions including rubbish, trash, derelict vehicles and appliances, broken furniture, and overgrown weeds in residential subdivisions

Counties may place a lien on properties and add abatement costs to property tax bills if owners fail to address nuisances within 7 days of receiving an abatement order

Ordinances must provide for notice, hearings before the county commission with at least 10 days written notice, and findings based on competent and substantial evidence

Agricultural structures, agricultural operations, and railroad companies regulated by the Federal Railroad Administration are exempt from nuisance abatement ordinances
