Amends Missouri Section 301.196 to allow electronic signatures when transferring motor vehicle or trailer ownership, with "transmitted electronically" defined per section 432.205

Requires transfer notices to include the names of both transferor and transferee (previously only transferee name was required)

Maintains the 30-day notification requirement to the Department of Revenue for vehicle interest transfers, excluding salvage titles and junking certificates

Exemptions continue for: court-ordered transfers, transfers to/between vehicle dealers, insurance company transfers due to theft or casualty loss, trust-owned vehicle transfers, and repossessions
