Requires a court judge to appoint a special prosecutor when a county or city prosecutor files charges against or receives a complaint against a law enforcement officer involving an officer-involved death or shooting

Special prosecutor takes over all investigation and prosecutorial duties until final disposition of the case when charges have been filed

Any attorney licensed in Missouri may be appointed as special prosecutor, with full powers of a prosecuting attorney or assistant attorney general

Prosecutors from other counties serving as special prosecutor receive no additional compensation; non-prosecutor attorneys receive a reasonable fee set by the appointing judge, paid from the local prosecutor's office funds

Applies to incidents occurring while officers are on duty or off duty but performing law enforcement activities, covering both deaths and injuries from firearm discharge
