Requires the consenting parent or guardian to notify any other custodial parent or guardian in writing before a minor under 18 can obtain an abortion

Defines "custodial parent" as any parent in an intact marriage or any parent awarded joint legal or joint physical custody by a court

Exempts notification requirements for parents/guardians who have been convicted of offenses against children (including sexual offenses, abuse, pornography), are listed on child abuse or sex offender registries, have protective orders against them, have had parental rights terminated, or whose whereabouts are unknown

Retains existing judicial bypass procedures allowing minors to petition the court for the right to self-consent or obtain court consent for an abortion, with hearings required within 5 days of filing

Prohibits performing an abortion on a minor against her will, except by court order when necessary to preserve the minor's life
