Creates the Commission on Capitol Security Infrastructure, composed of the governor, president pro tempore of the senate, and speaker of the house (or their designees)

Transfers authority over Missouri Capitol Police officers from the Director of the Department of Public Safety to the new commission

Gives the commission oversight of the Missouri State Capitol building, capitol parking garages, and adjacent state-owned buildings housing general assembly offices or staff

Capitol police officers retain full arrest powers in state-owned or leased buildings at the seat of government and throughout the county containing the state capital
