Existing bonds or notes issued by the Regional Convention and Sports Complex Authority cannot be extended for an additional obligation amount over $50 million without approval from the Missouri General Assembly by concurrent resolution

The bill amends Section 67.657, RSMo, which governs the regional convention and sports complex authority involving the state of Missouri, St. Louis City, and St. Louis County

Counties may submit to voters a hotel/motel tax up to 3.5% on transient guest room charges to fund the regional convention and sports complex authority and recreational/entertainment purposes

Cities may replace an existing $2 per occupied room license fee with a voter-approved tax up to 3.5% on hotel/motel room charges for convention centers, sports complex authority, and tourism purposes

Includes an emergency clause citing the need for immediate action regarding "the future of sports teams in the St. Louis area," making the law effective upon passage and approval
