Expands the definition of "renewable energy resources" to include all hydropower facilities, removing the previous restriction limiting eligibility to facilities with a nameplate rating of 10 megawatts or less that do not require new water diversion or impoundment

Classifies all hydroelectric generation facilities located in Missouri, owned by a Missouri utility, or under purchased power agreement with a Missouri utility as certified renewable energy resources effective January 1, 2018, with all hydroelectric generation classified as renewable beginning January 1, 2021

Allows electric utilities to offer solar rebates greater than required by the renewable energy standard through approved tariffs (removes the previous restriction limiting this to after July 1, 2020)

Adds solar rebates defined under subsection 3 of section 393.1030 to the definition of "demand-side program" under the Missouri Energy Efficiency Investment Act

Corrects a typographical error changing "principles" to "principals" in disclosure requirements for demand-side program participants
