Expands restrictions on project labor agreements (PLAs) from state-funded construction projects to include all state contracts for construction, repair, remodeling, or demolition of facilities, regardless of funding percentage

Prohibits the state from requiring or prohibiting contractors from entering into labor organization agreements as a condition of receiving contracts, grants, tax abatements, or tax credits

Extends prohibitions to cover grants, tax abatements, and tax credits for construction, improvement, maintenance, or renovation of real property and fixtures

Allows exemptions only after public notice and hearing when special circumstances require action to avert an imminent threat to public health or safety

Preserves the right of contractors and subcontractors to voluntarily enter into labor organization agreements, and permits awards to union-affiliated contractors as long as union status is not a condition of the award
