Creates a specialty license plate honoring fallen law enforcement officers, featuring a badge/star emblem with black bands and the text "HONORING LAW ENFORCEMENT" and "REMEMBER OUR FALLEN HEROES"

Requires applicants to obtain an emblem-use authorization statement from the Missouri Fraternal Order of Police (MoFOP) by paying a $25 annual contribution, plus a $15 fee to the director of revenue

Plates available for vehicles owned solely or jointly, excluding apportioned motor vehicles and commercial vehicles over 18,000 pounds

Manufacturing of plates will not begin until the director of revenue receives at least 200 applications with required fees and documentation

No additional personalization fee charged for these plates; vehicle owners who fail to renew their MoFOP authorization will be issued standard plates without the emblem
