Divides Missouri into 46 judicial circuits (increased from 45) by separating Taney County from Christian County to create the new 46th judicial circuit, effective January 1, 2017

Authorizes circuit court marshals in circuits containing a Department of Corrections diagnostic and reception center along with a Department of Mental Health facility housing persons found not guilty by reason of mental disease or defect

Creates the "Jasper County Judicial Fund" with court surcharges of $10-$50 depending on case type to fund county juvenile centers and judicial facilities, expiring August 28, 2025

Requires presiding judges to report municipal division information to the supreme court clerk by September 1, 2015, and mandates the supreme court develop conflict of interest rules for prosecutors, defense attorneys, and judges in municipal divisions

Extends the deadline for the state public defender to implement district office reorganization plans from December 31, 2018 to December 31, 2021
