Requires the consenting parent or guardian of a minor seeking an abortion to notify any other custodial parent or guardian in writing before the procedure can be performed

Defines "custodial parent" as any parent in an intact marriage or any parent awarded joint legal or physical custody by a court

Exempts notification requirements for parents/guardians who have been convicted of offenses against children (including violence, sexual offenses, prostitution, family offenses, or pornography), are listed on child abuse/neglect or sex offender registries, or have active protection orders against them

Waives notification for parents/guardians whose parental rights have been terminated, whose whereabouts are unknown, who are fugitives, habitually intoxicated/drugged, or declared mentally incompetent

Maintains existing judicial bypass procedures allowing minors to petition the court for the right to self-consent or for court consent to an abortion, with hearings required within five days of filing
