Amends Section 643.055 RSMo to allow the Missouri Air Conservation Commission to adopt air quality standards stricter than federal Clean Air Act requirements if the commission determines such standards would provide "substantial additional economic, employment, or environmental benefits"

Permits the commission to enforce air quality standards earlier than federally required timelines if the commission finds earlier compliance would yield substantial additional economic, employment, or environmental benefits

Current law prohibits Missouri from adopting standards stricter than federal requirements or enforcing them earlier than federally mandated; this bill creates exceptions based on commission benefit determinations

Maintains existing exemptions for state implementation plans in nonattainment areas and for residential wood burning heater regulations
