Expands MO HealthNet eligibility effective January 1, 2016 to adults ages 19-64 with household income at or below 133% of the federal poverty level who are not pregnant, not enrolled in Medicare, and not otherwise eligible for mandatory Medicaid coverage

Creates an "alternative benefit package" with minimum benefits for newly eligible adults, except for "medically frail" individuals who would receive full MO HealthNet coverage under section 208.151

Defines "medically frail" as individuals with serious emotional disturbances, disabling mental disorders, substance use disorders with high risk for significant costs, serious/complex medical conditions, or physical/mental disabilities impairing activities of daily living

Requires parents or caretaker relatives to have their dependent child enrolled in MO HealthNet, CHIP, or other minimum essential coverage as a condition of the adult's eligibility

Directs the department to provide premium subsidies and cost supports for eligible individuals to enroll in employer-provided health plans when cost-effective
