Beginning with the 2015-16 school year, student performance on the constructed response portion of statewide assessments cannot be used to determine a school district's accreditation status

Amends Section 160.518, RSMo, which governs Missouri's statewide assessment system for public schools

The statewide assessment system must only allow tracking of student academic performance against prior performance within the same school

Schools meeting state board criteria for three consecutive years qualify for "Outstanding Schools Waivers" allowing flexibility from certain rules and regulations

Assessment scores for English language learners are not counted until the student has been educated for three full school years in an English-primary school
