Requires the Missouri Department of Natural Resources to prepare a regulatory impact report for any state implementation plan submitted to the U.S. EPA

Report must be submitted to the governor, senate president pro tempore, and house speaker one calendar month before EPA submission, and posted on the department website

Regulatory impact report must assess economic impacts on businesses and citizens, disproportionate effects on lower-income populations, anticipated job losses, technology costs, and whether reduction goals are achievable within timeframes

Report must include flexible compliance options such as emissions averaging, plus a cost-benefit analysis of effects on the state economy, affected industries, and consumers

No state implementation plan may be submitted to the EPA without approval by concurrent resolution of the General Assembly
