Repeals the prohibition on motorboat passengers riding or sitting on gunwales, bow decking, railings, seat backs, or rear decking while the boat is underway

Eliminates the previous requirement for "adequate guards or railing" (6-18 inches high) to allow passengers in these areas

Retains the requirement for watercraft operators on the Mississippi River, Missouri River, or Missouri lakes to display a red or orange flag (minimum 12x12 inches) when occupants enter the water between 11:00 a.m. and sunset

Flag must be visible 360 degrees and displayed only when someone has left the watercraft to enter the water (not while towing or when moored/anchored)

Maintains the prohibition on operating any watercraft faster than slow-no wake speed within 50 yards of a displayed swimmer flag
