Amends Missouri section 209.202 to require mandatory restitution for Class B misdemeanor violations involving service dogs, ordering offenders to fully compensate owners for injury, loss, or replacement of the service dog

Class A misdemeanor applies to knowingly, intentionally, or recklessly causing substantial physical injury or death to a service dog, or failing to control one's animal that attacks a service dog

Class B misdemeanor applies to harassing or chasing a known service dog, or failing to control one's animal that temporarily interferes with a service dog's function

Allows service dog owners or persons with disabilities to file civil lawsuits to recover damages including replacement value of the dog, temporary replacement services, veterinary costs, retraining expenses, and attorney's fees

Protections do not apply if the service dog owner or handler commits criminal or civil trespass
