Prohibits licensed alcohol sellers, public venues, and their employees from selling or giving away powdered alcohol (defined as alcohol in powdered, crystalline, or capsule form)

Creates the criminal offense of illegal possession of powdered alcohol, classified as a class C misdemeanor, covering purchase, possession, sale, use, or shipment into Missouri

Exempts hospitals, state institutions, colleges/universities, and pharmaceutical/biotechnology companies conducting scientific research from the powdered alcohol prohibition

Establishes the "Division of Alcohol and Tobacco Control Fund" in the state treasury, with 70% of all liquor license and permit fees directed to this fund instead of general revenue

Fund moneys are dedicated solely to administration and enforcement of liquor control and tobacco laws, and do not revert to general revenue at the end of the biennium
