Expands virtual education providers eligible for state funding to include charter schools and the Missouri Virtual Program (MoVIP), in addition to school districts

Allows private, parochial, and home school students to enroll in virtual courses offered by school districts, charter schools, or MoVIP, including a new open admission, full-time virtual school option

Increases state funding distribution for virtual course completion from 47% to 100% of attendance hours at each completion increment (50% and 100% completion)

Permits students with preapproval from their sending school to take coursework beyond the recommended six-hour requirement for advanced coursework or credit recovery

Requires virtual courses purchased from outside vendors (including MoVIP and third-party providers) to align with Missouri learning standards and comply with state teacher certification requirements
