Shifts responsibility for writing abandoned property reports from the agency "requesting the tow" to the "reporting agency" for vehicles towed from accident scenes and not retrieved within five days

Allows towing companies to submit unsigned abandoned property reports with an affidavit if law enforcement fails to provide a signed copy within thirty days after being sent the report via certified mail

Expands towing company lien rights to cover property removed at the direction of "any other individual" as provided in the section, in addition to law enforcement officers and government agency officials

Changes the process for contesting tows from "requesting a hearing" to "filing a petition" in associate circuit court

Requires law enforcement agencies to provide towing companies with a signed copy of abandoned property reports within twenty-four hours of receiving them
