Amends Section 99.820, RSMo, governing tax increment financing (TIF) commission requirements for municipalities in Missouri

Expands the list of counties where cities, towns, or villages must create a 12-person TIF commission to include first classification counties with populations between 150,000 and 200,000 inhabitants

These 12-person commissions replace the standard commission structure and include members appointed by the county executive, municipalities with TIF districts, school boards, and other taxing districts

The commission must hold public hearings within 75 days of receiving a redevelopment plan and vote on recommendations within 30 days after the hearing

If the commission fails to vote within 30 days following the public hearing, the proposed redevelopment plan, project, or area designation is automatically deemed rejected
