Amends Section 144.450, RSMo to expand use tax exemptions for motor vehicles, trailers, boats, and outboard motors registered in Missouri

Adds new exemption for not-for-profit civic, social, service, or fraternal organizations using vehicles in their civic or charitable functions

Adds new exemption for private, not-for-profit elementary schools, secondary schools, and institutions of higher education using vehicles for educational purposes

Adds new exemption for public-funded elementary schools, secondary schools, and institutions of higher education using vehicles for educational functions

Exempts transfers of motor vehicles, trailers, boats, or outboard motors that qualify under the same transfer types specified in Section 144.617
