Establishes a community schools program for metropolitan school districts in St. Louis City, St. Louis County (950,000+ inhabitants), Kansas City (400,000+ inhabitants spanning multiple counties), and counties with 600,000-700,000 inhabitants

Creates the "Community Schools Fund" in the state treasury to provide grants for districts to employ one full-time community education director to plan programs targeting greatest educational needs

Requires participating districts to submit applications to the State Board of Education, establish a local policy council for needs assessments, and file annual program evaluations and financial statements

Establishes a 15-member state Council for Community Education, appointed by the governor, to advise the commissioner of education and recommend funding for local programs

Program automatically sunsets six years after the effective date unless reauthorized by the General Assembly
