Amends section 198.018, RSMo to modify the types of local ordinances that counties and cities may use to inspect state-licensed nursing facilities

Removes local authority to inspect nursing facilities for compliance with food service and fire safety ordinances

Adds local authority to inspect nursing facilities for compliance with drainage, wastewater, utilities, subdivision, and zoning ordinances

Applies to facilities defined in subdivisions (6), (14), (22), or (23) of section 198.006, including skilled nursing facilities and intermediate care facilities

Maintains state-level licensing, inspection, and certification authority while limiting the scope of local government oversight
