Expands eligibility for one commission seat from only physicians to include licensed clinical psychologists or other licensed clinicians who are experts in evaluating or treating persons with intellectual or developmental disabilities

Changes the focus of that seat from "habilitation" expertise to "treatment" expertise for persons with intellectual or developmental disabilities

Maintains the seven-member commission structure with gubernatorial appointments requiring senate confirmation and four-year terms

Preserves compensation at $100 per day for commission business plus reimbursement for necessary expenses
