Courts must sentence defendants to community service instead of fines, court costs, fees, expenses, or restitution for all traffic infractions and class C misdemeanor traffic offenses

Local ordinance violations must also result in mandatory community service sentencing rather than monetary penalties

Class C misdemeanors (until December 31, 2016) and class D misdemeanors (beginning January 1, 2017) require community service in lieu of imprisonment or any monetary penalties

Adds two new sections to Missouri Revised Statutes: Section 304.827 (traffic offenses) and Section 557.055 (general misdemeanor offenses)
