Creates the Missouri Youth Funds Legislative Oversight Committee with 6 members: 3 from the House (appointed by Speaker) and 3 from the Senate (appointed by President Pro Tem), with no more than 2 from each chamber belonging to the same political party

Requires community children's services fund boards to conduct biennial needs assessments and prioritize expenditures for low-income populations and communities in greatest need

Mandates that agencies contracting with children's services boards submit action plans prioritizing low-income communities, with boards conducting at least two compliance reviews per year and terminating contracts for agencies that fail to correct deficiencies

Prohibits board members from serving on governing bodies, having financial interests in, or being employed by agencies receiving funds from the community children's services fund

Requires the oversight committee to submit annual reports by October 1st to the Governor, President Pro Tem, and Speaker on all youth fund activities and compliance with action plans statewide
