Creates the "Missouri International Business Advertising Fund" in the state treasury to attract international businesses to relocate to Missouri through advertising in international business magazines, social media sites, and search engines

Fund may receive appropriated moneys, gifts, contributions, grants, or bequests, with unexpended funds carrying over at the end of each biennium rather than reverting to general revenue

Missouri Small Business Technology and Development Center will administer the fund and establish a committee of 3-5 persons to identify international markets with businesses relocating to the U.S. and develop targeted marketing campaigns

Requires any comprehensive state energy plan developed by the Division of Energy to be approved by the General Assembly through concurrent resolution before adoption and implementation
