Preempts Missouri political subdivisions from enacting ordinances, regulations, or policies that restrict, interfere with, or adversely affect alternatives-to-abortion agencies or their staff and volunteers

Protects these agencies' rights to assembly, religious practices, and speech, including counseling, referrals, education, advertising, and communications with clients and the public

Preserves local authority over zoning, land use, and building/fire codes, provided agencies are treated equally to similarly situated entities and regulations are not used to circumvent the law's intent

Allows enforcement through court-ordered injunctive relief, damages, and recovery of attorney's fees and costs

Defines "alternatives-to-abortion agency" as maternity homes, pregnancy resource centers, or entities primarily serving pregnant women to assist with carrying pregnancies to term, caring for children, or placing children for adoption
