Prohibits "dismemberment abortion," defined as using clamps, forceps, tongs, or scissors to dismember and extract a living unborn child piece by piece, unless necessary to prevent serious health risk to the mother

Excludes suction-based abortion procedures from the definition of dismemberment abortion

Criminal penalties include a fine of $10,000, imprisonment up to 2 years, or both for violators

Women undergoing the procedure and non-physician medical staff acting under a physician's direction are exempt from liability

Creates civil causes of action allowing the woman, her spouse, parents, guardians, or prosecuting attorneys to seek injunctions and damages including three times the cost of the procedure
