Amends Section 630.140, RSMo to add "community mental health liaisons" designated by the Department of Mental Health to the list of parties who may receive confidential mental health records

Community mental health liaisons would receive records specifically for the purpose of coordination of care and services

Adds liaisons to three disclosure categories: mandatory disclosures upon request (subsection 2), permissive disclosures (subsection 3), and access to confidential court proceeding records under chapter 632 (subsection 5)

Mental health records covered include information from residential facilities, mental health programs operated/funded/licensed by the department, and facilities where individuals may be civilly detained
