Department of Social Services must establish a pilot program allowing eligible noncustodial parents to reduce state debt through program participation, with a maximum reduction of $2,000

Program goals include helping noncustodial parents achieve gainful employment, encouraging engagement with their children, and promoting financial responsibility for children's well-being

Participants demonstrating good faith efforts are protected from criminal nonsupport prosecution during the program and for one year after completion

Monthly child support obligations, arrears owed to custodial parents, and spousal support arrears cannot be reduced or compromised through this program

Department must submit a report to the General Assembly one year after implementing regulations, and the program expires on August 28, 2018
